Technical Public Services Board Project Support

As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job description

To support the Natural Resources & Well-being team to provide specialist support on Public Service Boards (PSBs), the National Area Statement and on embedding the Sustainable Management of Natural Resources (SMNR) to internal teams within  NRW, to our PSB partners and  to other NRW customers including Welsh Government.

Responsibilities

Your responsibilities include:

  • Support and work collaboratively to develop efficient and consistent technical assessments, drawing on a range of information and data sources.
  • Support the preparation of material to inform NRW Policy and Guidance documents, and advice to WG and other bodies in Wales.
  • Support the provision of regular, accurate information to managers on progress, to adapt and ensure delivery of work to time and cost.
  • Process queries relating to Public Service Boards, the National Area Statement and SMNR embedding from internal teams, Welsh Government and customers, and take advice from operational and regulatory staff to ensure resolution.
  • Provide secretariat support to relevant governance groups or meetings with Welsh Government and sectors.
  • Provide support in technical administrative tasks, such budget monitoring and set up of risk and issues logs.
  • Support colleagues in the engagement with partner organisations and be a point of contact for customer queries.
  • Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required.
  • Collaborate with the Team Leader to develop and deliver an agreed Sgwrs Plan (personal development plan).

Qualifications, experience and knowledge

Knowledge and experience of the following: 

  1. Knowledge of: Welsh, UK and EU legislation related to Well-being of Future Generations Act, Environment Act and Sustainable Development; Welsh, UK Government policy drivers on Sustainable Management of Natural Resources, Area Statements, Well-being objectives and plans prepared by Public Service Boards, and the issues and opportunities in Wales.
  2. Experience of: technical analysis and interpreting a range of environmental information and data; analysing large data sets.
  3. Experience of decision making using technical software and modelling programmes.
  4. Working with/in Welsh Government, Local Authorities, eNGOs, National Parks.
  5. Working in a programme and project management environment with Project Management experience and qualifications.
  6. Experience of: technical and administrative support to managers and teams, including use of monitoring budgets and management of risks and issues.
  7. Excellent organisational and administration skills and the ability to meet targets and work to deadlines.
  8. Aspiration to become a professional member of a relevant institution.
  9. Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required.

Welsh Language Requirements:

Essential Level 4 – Fluent in spoken Welsh

  • Ability to undertake a range of practical or technical tasks requiring some specialist knowledge.  Post holders will have gained experience in different environments, which could be within NRW or partnering organisations. The post holder will have the ability to continuously develop their underpinning theoretical and technical knowledge.
  • The post holder will provide advice to others in relation to their area of expertise. They will keep up to date with the external operating environment and how it may impact on NRW’s work.
  • The post holder will have specialist technical knowledge, good communication, literacy and IT skills as well as good organisational and planning skills.

Evaluation of Information

  • Ability to interpret and understand a range of information including technical data, extracting key points and principles upon which they will provide the building blocks for the development of internal policy, strategy and plans.
  • Ability to produce documents with technical/specialist content which may require some original thought, creativity and understanding.

Decision Making and Autonomy Requirements

  • Work is generally guided by expected results but the post holder may be able to decide how best to achieve these, within defined parameters.
  • Ability to solve problems and make decisions, which may have some degree of complexity, although typically there will be a limited range of options. The work will involve standard and non-standard tasks.
  • Post holders will have some degree of influence from the decisions they make and will impact wider than their direct function or team.
  • Whilst there is some degree of autonomy and a need to exercise judgement, objectives will typically be set by others.

Impact

  • The post holder’s work will extend beyond the immediate team and will inform and influence the work of others.

Communication and Relationships with Others

  • Relationships and communication will be across a range of people and functions and will be of both an internal and external nature.
  • The post holder will be able to communicate articulate matters relating to policy, strategy and plans, which may encompass leading programmes of work, providing technical support and guidance to the team.
  • The post holder will be able to produce written documentation in relation to policy and strategy which will require good written skills. They will have the ability to undertake research, distil information and to translate this into meaningful policy advice.
