Assistant Engineer (Flood Risk Management)

You will be contracted to a NRW office within the place base, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
Job description
Covering South East Wales, the Integrated Engineering team provides professional technical services to ensure delivery of the annual flood risk asset maintenance programme and low to medium value capital projects.
As a key part of this team, the post holder will support the preparation of information required to allow the work identified in our programmes to proceed in a safe and efficient manner in support of senior staff.
Ideally from an engineering or construction background, your key duties will include the upkeep of our asset maintenance GIS database, surveying and monitoring of assets out in the field, producing asset inspection reports to help plan and deliver a work programme.
You will be working in a team of similar experienced technical staff, delivering a risk-based service across South East Wales and you may be involved in NRW's emergency response to flooding as a Category 1 responder under the Civil Contingencies Act (2004).
This role is suited to a technical person with some post qualification experience and who has a passion for working with the environment to make a difference to the lives of people in South East Wales.
Responsibilities
Your responsibilities will include:
- Contribute to and monitor the planning and delivery of the flood risk asset maintenance programme, including individual projects.
- Undertake utility searches and gather other technical, environmental and H&S information for individual works and input into the risk management planning of the work.
- Provide financial and technical data, including estimating, to enable accurate costing to ensure efficient and effective delivery of works to meet cost, quality, and deadlines.
- Assist in the support of contract management and the undertaking of active monitoring to deliver the flood risk maintenance programme.
- Effective use of GIS systems to produce critical documents, used in the delivery of FRM maintenance and projects.
- Procuring goods and services, adhering to framework agreements and following processes and procedures.
- Liaise with stakeholders such as local authorities, landowners, environmental groups etc.
- Assist with the development of flood incident response plans.
- Independently undertake site surveys assessing asset maintenance and flood scheme improvement projects.
- Participate in an emergency response rota.
Qualifications, experience and knowledge
You will be able to demonstrate knowledge and experience of the following:
- Educated to HND/HNC in Civil Engineering or equivalent with a minimum advanced level (A levels or equivalent) and related experience. Consideration will be given to applicants who are able to demonstrate significant equivalent relevant experience.
- Knowledge of flood risk management activities and understanding of wider approaches to river and coastal asset management.
- Good knowledge of ICT. Knowledge of GIS systems and CAD (e.g. ARCGIS, AutoCAD).
- Some knowledge of Health and Safety and relevant regulations e.g. Construction (Design & Management) Regulations 2015 (CDM) would be an advantage.
- Full UK driving licence.
Welsh language requirements
Essential: Level 1 - able to pronounce Welsh and use basic phrases
