You will be contracted to the NRW location stated in this advert, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.
Job description
This is an exciting opportunity to join a team developing and delivering long term flood risk asset management plans. These plans help identify the need and opportunities for new assets and ensure that existing critical flood risk assets are managed appropriately now and into the future. Flood risk assets include coastal and tidal defences, river side flood walls and embankments to sluices, penstocks and pumping stations.
We are looking for suitably qualified individuals to collect and analyse asset data and flood risk information to produce briefing notes, business cases, reports, and contracts to inform actions and projects that will reduce the risk of flooding to communities across South Wales
The ideal candidate will have gained relevant experience in a range of roles and/or organisations and have developed a good understanding of the technical nature of the function as well as organisational policy and procedures.
This role is primarily office based but may entail travel between different NRW locations, as well as working at partner organisations and other premises. It will also require work out in the field which will entail working at different sites and locations, requiring you to take relevant equipment with you.
NRW is a Category 1 responder under the Civil Contingencies Act (2004). This means all staff may be required to undertake activities, at a level commensurate with the skills and experience required by their role, to assist in ensuring this duty is undertaken.
This role is suited to a technical person with a passion for working with the environment to make a difference to the lives of people in South Wales.
Responsibilities
Your responsibilities include:
- Manage the National Asset Management System (AMX) and associated data including collecting survey data.
- Analyse asset information and flood risk data to determine current and future flood risk asset management need
- Support Health & Safety best practice by actively promoting awareness and ensuring the provision of safe working practices to comply with NRW’s policy and standards
- Assist the development of the Medium-Term Plan
- Carry out pre-feasibility studies from Flood Risk Management Plans and Shoreline Management Plans
- Undertake engineering assessments
- Project management of small/medium value (up to £100K) capital and revenue projects
- Design, cost benefit, risk priority, project scopes, tender evaluation, and reporting for projects. Also act as Senior User
- Monitor compliance with Reservoir Act 1975
- Supervise consultants and contractors on frameworks
- Representative as a professional partner on flood groups, coastal groups and community events
- Advise and support risk management authorities, communities and other stakeholders
- Required to take part in incident response activities
Qualifications, experience and knowledge
Knowledge and experience of the following:
- Educated to degree level in Civil Engineering or equivalent in a related scientific subject.
- Good knowledge of ICT, including GIS systems and CAD (e.g. ARCGIS, AutoCAD). Good knowledge of AMX database would be an advantage.
- Good awareness of Health and Safety and relevant regulations e.g Construction (Design & Management) Regulations 2015 (CDM).
- Knowledge of civil engineering design, construction contract practices.
- Member of or demonstrate willingness to work towards membership of a relevant professional body such as ICE/CIWEM.
- Project Management experience and PRINCE 2 would be desirable.
- Must have full UK driving licence.
Welsh language requirements:
Essential Level 1– able to pronounce Welsh and use basic phrases
Desirable Level 3 – ability to use Welsh with confidence in some work situations
