Waste Regulation Officer (Producer Responsibility)

As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job description

The post holder will support environmental regulation, planning and investigation activities to support the Area Statements and guide our regulatory approach to SMNR and delivering Wellbeing outcomes.

Producer Responsibility (Pro Res) in the UK covers packaging, electrical and electronic equipment (EEE) and batteries and ensures businesses that manufacture, import and sell these products are responsible for their end-of-life environmental impact.

As an officer you will have significant knowledge of Producer Responsibility Regulations gained through experience of delivering non-site based waste regulation. You will be required to assess compliance and deal with queries from both internal and external customers, as well as well as resolving any issues identified when delivering NRW’s statutory duties

Through application of our Regulatory Principles the post holder will ensure compliance with regulatory requirements, undertake proportionate enforcement action and achieve multiple benefits from our regulatory interventions.

Additionally, you will liaise with colleagues in Evidence Permitting & Policy, other UK Regulators, Industry Bodies and DEFRA to support policy development and the transition to extended producer responsibility (EPR).

Producer Responsibility knowledge and experience of either working in the waste industry or as a regulator is essential together with a working knowledge of the technologies used and the environmental protection methodologies relevant to the Producer Responsibility regime.

Additionally, a fundamental understanding of specific legislation and associated Directives and how they relate to the Producer Responsibility process.

Responsibilities

Your responsibilities include:

  • Assess compliance for non-site-based waste regulation including international waste shipments, producer responsibility, hazardous waste and LAS/LARTs.
  • Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures.
  • Participate in the development of teamwork plans.
  • Produce required documentation to support legal action.
  • Seek to influence customers and establish local partnerships and collaborations as opportunities arise to deliver SMNR.
  • Required to take part in incident response activities.

Qualifications, experience and knowledge

Knowledge and experience of the following:

  1. Knowledge and experience of working as a regulator.
  2. Understanding of commercial business processes and pressures.
  3. Ability to communicate effectively with regulated business and the public, explaining issues and gaining support by influencing.

Welsh language requirements

Essential Level 1 – Able to pronounce Welsh and use basic phrases

  • Well established inter-personal and communication skills with the ability to develop and sustain good working relationships, which may involve a degree of influencing.
