Job description

You will be part of the Integrated Workforce, Mid Wales who have a responsibility for the direct delivery of work on flood defence assets , in National Nature Reserves and in the Welsh Government Woodland Estate.

You will provide a maintenance service and deliver a capital work programme for NRW assets which will include Flood risk assets and NRW managed Land.   You will provide an appropriate emergency response which will be required to be part of a standby rota and provide out of hours cover and have the ability to operate equipment such as hand-held tools which may include chainsaws and brushcutters. You will have the ability to operate as a banksman and slinger/signaller and understand technical and utility plans, operating in compliance with the Construction Design and Management Regulations.

You must have a full UK driving licence.

You will be required to operate machinery which may include HGV’s, heavy and specialised plant and equipment of a high value and you will have the appropriate licence to do so. (CPCS, LANTRA or equivalent recognised qualification)

Responsibilities

Your responsibilities include:

  • You may operate machinery which may include HGV’s, Heavy and specialised plant and equipment of a high value.
  • You will be required to deliver all work in compliance with the Construction Design and Management regulations and in compliance with NRW Welfare, Health and Safety Policies and Procedures.
  • You will have the ability to work from detailed technical drawings and utility plans from service providers.
  • You will advise the Senior Supervisor and Supervisor on the most appropriate plant and equipment for the delivery of work including Out of Hours and emergency response.
  • You will be responsible for ensuring safe working practices are followed for the use of plant, machinery and equipment and will be responsible for on-site supervision of Team members in their operation of such plant and equipment.
  • You will be required to ensure plant and equipment within your responsibility is maintained and operated in compliance with all relevant regulations, for example O licence, LOLER and PUWER.
  • You will be required to communicate effectively with third parties which will include members of the public and landowners.
  • You may be required to implement a planned programme of habitat management for NNR's including maintaining and checking the infrastructure of NNR's.
  • You will be part of an emergency response team required to operate plant, machinery and equipment during flood incident response to enable the effective operation of flood risk assets.
  • As a senior team member, you will often take the lead on site and mentor less experienced team members or contractors.
  • Required to take part in incident response activities

Qualifications, experience and knowledge

Knowledge and experience of the following: 

  1. Several years relevant operational experience
  2. NVQ L2 Environmental Conservation or equivalent.
  3. One or more of the following (to include evidence such as log book, completed workbook, specialist plans etc):
  4. Intermediate chainsaw operative to include multiple windblown trees (include CS34 etc).
  5. Winching operations.
  6. Operator of specialist heavy plant & machinery. CPCS or other recognised licence.
  7. Conservation Management knowledge and understanding.
  8. Significant incident management experience: Flood/Industrial fire/oil spill/ silt management etc.
  9. Intermediate ICT skills. E.g. AMX.
  10. Full UK driving licence ideally to include cat B + E (trailer towing).
  11. Basic literacy and numeracy skills are required for the role. GCSE grade C (or equivalent) in English and Maths are essential.

  • Demonstrable previous practical experience in a defined technical discipline at a level that enables the post holder to provide guidance and supervision to others.

  • Demonstrates the knowledge and skills to manage health and safety issues on a day to day basis.
  • Likely to have CAD and GIS skills, as well as skills using databases and MS Office packages.

Evaluation of Information

  • Ability to understand and interpret procedure manuals and statutory codes.
  • Able to understand responsibilities within contractual documentation.
  • Ability to document work activities, produce basic correspondence, write reports.
  • Understands health and safety requirements and can manage risk in relation to their work activity.

Communication and Relationships with Others

  • Able to provide guidance to more junior or less experienced individuals.
  • The post holder will also have contact with the general public, land owners and/or other third parties which may include conversations around contractual requirements or environmental events and general liaison around work activities.
  • Written communication will include the completion of basic documentation and record keeping that may need to be reviewed and signed off by others.

Responsibility for People

  • Able to provide help or guidance to new or temporary employees and take responsibility for themselves and those who may be affected by what they do. 

Responsibility for Resources

  • Responsible for the tools and equipment used to carry out their role, which may include vehicles and/or large machinery. 
  • Will be required to take personal responsibility for the safe and legal use of equipment out in the field, which may be high in value.
